Here is a diagram of the basic functions of this device:
To charge the device, plug in the micro USB charging cable into the micro USB port. The LED light will turn on once connection is made and turn off again when the device is fully charged.
Please ensure that the device has been charged. If the Guest attempts to turn the device on and it makes a beeping sound immediately, the device needs charging and likely won't connect.
The power button needs to be held in for about 3 seconds in order to power on/power off the device.
Once powered on, the LED on top will flash blue indicating that it is in pairing mode.
Have the Guest simply look for the device (listed as Bitty Boomer) in their BT connection list and tap it to connect.

Was the product purchased within the last 30 days?

If the guest is stating that the device is not functioning after troubleshooting steps have been completed, please advise them to take it back to the store with their receipt.
Don't forget to mark steps complete as you go through GPs.
Most products come with a manufacturer's warranty period. Please visit the MFG's website to determine whether the product is still covered.
The Guest will need to fill out an email or @ them on twitter for a response.

If it is obvious that the item has suffered catastrophic failure, and it is outside of any applicable return period/warranty coverage period (or the Guest does not have a Protection Plan), then offer to assist them in finding an applicable replacement. Make sure to empathize with your Guest.
Don't forget to mark steps complete as you go through GPs.
