UPnP is a set of network protocols designed to make discovery and serving of content easier. Your Chromecast relies on UPnP to let other devices, such as your smartphone, computer, or tablet, know that it is available and ready to show video.
In some cases, this is disabled on public networks (such as hotels, conference centers, coffee shops, etc.) to protect the business itself from a malicious guest. In most cases, a 'Guest' network provided by a home router will have the same option disabled as well.
You cannot control this setting, and your Chromecast will not function properly on this type of network.
Each router is different, and there are hundreds of models by dozens of manufacturers available. Check your router's settings, and make sure UPnP is turned on or enabled.
